زبان مشترک در چرخه و ابزارهای تصمیم گیری در نظام سلامت

چکیده
ارتقای حکمرانی خوب در حوزه سلامت نیازمند سیاست گذاریها و تصمیمگیریهای موثر و منطبق بر شواهد علمی می باشد .بهره برداری کارآمد و موثر از اطلاعات بسیار حایز اهمیت بوده به نحوی که برنامه ریزان بین بسیاری از اعداد و ارقام سردرگم نشده و مساله اصلی در این میان به حاشیه رانده نشود. از این رو، وجود یک زبان مشترک و اجماع بین سیاست گذاران و تصمیم گیرندگان در خصوص چرخه (جمع آوری و پردازش اطلاعات، تحلیل و قضاوت) و ابزارهای تصمیم گیری (معیار، نشانگر، شاخص و متغیرها) گامی ابتدایی و زیربنایی در تصمیم گیری مبتنی بر شواهد محسوب می شود. چالش اصلی در ایجاد چنین سیستم اطلاعاتی که مورد استفاده تصمیم گیرندگان این بخش باشد نبود وجود زبان مشترکی بین خبرگان علمی و اجرایی می باشد. لذا هدف از این نوشته ارایه دیدگاهی پیرامون تعریف تصمیم گیری و اجزای اصلی چرخه و ابزارهای آن و همچنین بررسی این مفاهیم در بخش تامین مالی حوزه سلامت می باشد.
